That single paragraph settles most of the decisions that follow. When a local authority sets out to create a play area, the temptation is to start from a catalogue of attractive structures. It is more productive to start from the users, the site and the standards, and to let the equipment list follow. This guide sets out how to approach that choice, whether you are a parish or town council, a school, a campsite, a housing provider or a leisure operator.
Start with who will use the site
A well-designed play area has to serve children of very different ages, and equipment that suits a nine-year-old is rarely appropriate for a toddler. The usual approach is to zone the site: a section with age-appropriate equipment for the youngest children, and separate structures for older ones. Slides suit children who enjoy the thrill of a fast descent; swings offer a calmer, rhythmic experience. Both belong on almost every site, and both are governed by the same standard series.
Beyond slides and swings, the structures that work hardest on a municipal site are the multi-activity play units: climbing walls, climbing frames, play towers and playhouses that let children move continuously between activities. Wooden play elements such as sandpits add a different kind of value, giving younger children space to develop creativity and fine motor skills while they play.
For older children, it is worth considering multi-sport equipment alongside the play area, such as a basketball surface or table tennis. That encourages physical activity and supports an active lifestyle among a group that often stops using play equipment before it stops needing a reason to go outside.
The two standards that govern the site
Two European standards apply to permanent children’s play areas, and they are not interchangeable. EN 1176 covers playground equipment: its design, its manufacture, its installation and its inspection. EN 1177 covers impact-attenuating playground surfacing and the test method used to determine the critical fall height it provides.
The link between them is the one detail that catches out most first-time projects. Each structure has a free fall height, and that height determines the surfacing performance required beneath it and within its impact area. Choosing the equipment before deciding the surfacing budget is a common and expensive sequencing error: a single tall structure can change the surfacing specification for a large part of the site.
Note also that EN 16630, which covers permanently installed outdoor fitness equipment, applies to adult training equipment and never to children’s play equipment. If your project combines a play area and an outdoor fitness area, they are two separate specifications on the same site.
Materials and installation
For children to play safely, the equipment and structures have to be compliant, and they have to stay compliant through years of weather and use. Wooden play structures should be built from resistant, durable material such as autoclave-treated pine or FSC-certified timber for greater longevity. Galvanised steel and HDPE panels are the usual choice where maintenance resource is limited.
Just as important, climbing structures and swings must be correctly anchored into the ground. Anchoring is not a detail left to the installer’s judgement: it is part of the equipment’s compliance, and an incorrectly founded structure is a structure that no longer meets the standard it was certified against.
Designing for every child
Play areas can and should be adapted to the range of children who will use them, including children with disabilities. That means equipment chosen for the motor abilities of its users, and it also means access: a route into and around the whole site, not merely one accessible item at the edge of it.
Specific structures support this well. Ground-level spring riders, wide platforms, transfer points and inclusive rotating equipment allow children of different abilities to play alongside each other rather than in parallel. The design test worth applying is simple: can a child who cannot climb still reach a point where the play happens?
The rest of the site
Finally, plan for the space around the equipment. Green space, shade and picnic areas let parents relax while children play, and comfortable, shaded places for families to rest are what turn a play area into a place people return to. Site furniture, bins and fencing are part of the project rather than an afterthought, and they are usually the elements that are cut first and missed most.
Turning the brief into a specification
Once the age groups, the site and the standards are settled, the equipment list becomes straightforward. Most municipal projects are built from a core of playground equipment compliant with EN 1176, a set of swing sets sized for the age groups on site, and the playground surfacing that the free fall heights require.
Where the brief also covers older children or a wider sports offer, a children’s outdoor sports park can extend the same site without duplicating groundwork. Planning both together is almost always cheaper than adding the second phase two years later.
