Standards and compliance for professional sports equipment
Professional sports equipment sits under two separate bodies of rules: product standards, which govern how a machine is designed, and building regulations, which govern the premises it is installed in. Indoor stationary equipment falls under the EN ISO 20957 series, permanently installed outdoor equipment under EN 16630. Premises open to the public then add fire safety, accessibility and a reaction to fire class for the floor covering. This page separates voluntary normative requirements from enforceable legal obligations, because confusing the two is the leading cause of a safety inspection failure and of disputes on public contracts.
Product standards and regulation are not the same thing
A harmonised European standard is applied voluntarily. It describes the state of the art: dimensions, mechanical tests, marking, manual. A manufacturer declaring a machine compliant with EN ISO 20957-2 takes responsibility for meeting that reference. National building regulation is mandatory and applies whether or not it is cited in a specification. The French references below are the model used on this site; buyers elsewhere in Europe should apply the local transposition. Both levels must be checked, and the checks are independent.

EN ISO 20957: stationary indoor training equipment
The EN ISO 20957 series, which superseded EN 957, covers stationary indoor training equipment. Part 1, in its ISO 20957-1:2024 edition, sets the general safety requirements and test methods for the series. It excludes outdoor equipment and equipment for unsupervised use by children under 14. Other parts may modify part 1 for a given equipment type.
Use classes: the figure that decides the purchase

Class I matters to rehabilitation centres, care homes and authorities with accessibility duties. It adds to class S rather than replacing it, so a class I machine also meets the professional requirements. See our accessible ranges.
Classes A, B and C are not use classes
Commercial descriptions often present categories A to D as increasing robustness. EN ISO 20957-1 in fact defines three accuracy classes applying only to equipment that displays training data, and contains no class D.

A class A console on a professional cardio machine reports power or speed within a tighter tolerance than class C. It says nothing about maximum load or frame life, which are read from the use class and the mechanical requirements of the relevant part.

A generic declaration of conformity to EN ISO 20957 is therefore not sufficient in a tender file. The useful reference names the part and the use class, for example EN ISO 20957-6, class S, and the edition in force should be checked at the point of order.
EN 16630: permanently installed outdoor fitness equipment
EN 16630:2015 covers permanently installed, freely accessible outdoor fitness equipment for users taller than 1,400 mm. That is a dimensional criterion, not a declared age. It excludes electrically driven equipment, functional training installations with non guided loads, and military style obstacle courses. The standard also states that the equipment it covers is neither children’s playground equipment (EN 1176), nor stationary indoor equipment (EN ISO 20957), nor free access multi sports equipment (EN 15312), so one item cannot be declared compliant with all four.
Maximum free height of fall, safety space dimensions and surface thicknesses are in clauses 4 and 5. Figures circulating on commercial websites vary and must not be used in a specification. For a street workout project, require a test report or third party certificate stating the edition and naming the equipment covered.
EN 1176 and EN 1177: playgrounds and impact attenuating surfacing
These two work as a pair: EN 1176 for playground equipment, EN 1177 for the surface beneath it. They apply to children, but become unavoidable when a public project combines a play area and a fitness area on one site. EN 1176-1 requires impact attenuating surfacing above a free height of fall of 600 mm and under equipment that moves the body in a forced motion, and caps free height of fall at 3 m. It also distinguishes free space, falling space and minimum space, the last combining the other two plus the equipment footprint.
EN 1177 expresses surface performance as critical fall height, the height at which the standard test yields a Head Injury Criterion of 1,000. That is a dimensionless index, not a height. A tile advertised as HIC 1.5 m has a tested critical fall height of 1.5 m. Shock absorbing tiles are compared on that value at identical thickness and substrate, because the substrate changes the result.
EN 15312: freely accessible sports equipment
EN 15312+A1 covers free access multi sports equipment, meaning multi sports pitches and urban courts. It is the third family EN 16630 cites as an exclusion, so a project combining a court, a play area and adult fitness equipment engages three different references on one site.

Premises open to the public
A gym admitting the public, free or on payment, is a public access establishment. In France the fire safety regulation of 25 June 1980 devotes chapter XII to type X, covered sports establishments; premises used only by employees fall outside the regime. Establishments are graded by occupancy: above 1,500 people for category 1, 701 to 1,500 for category 2, 301 to 700 for category 3, 300 and below for category 4, and category 5 below the type X thresholds of 100 people in a basement, 100 on upper floors and 200 in total. Exceeding any one threshold moves the facility to category 4 at least. Fix occupancy early in a turnkey project: it determines escape widths, the alarm and the number of exits. Article R143-44 of the Construction and Housing Code also requires a safety log book recording inspections, periodic checks, evacuation drills and staff training.
Accessibility
The French act of 11 February 2005 requires public access establishments to be accessible to all forms of disability: entering, circulating, using the equipment and receiving the services offered. A public accessibility register, introduced by decree 2017-431, must be available at the main accessible reception point or online. For category 5 establishments the rule is functional, with substitution measures accepted. On the equipment side, class I of EN ISO 20957 is the consistent product reference.
Reaction to fire of floor coverings
A sports floor laid in premises open to the public is a fitting out product subject to a reaction to fire requirement. The EN 13501-1 classification is read as a letter, the suffix fl for floorings, and a smoke index where applicable.

The s index qualifies smoke opacity and emission rate: s1 low, s2 medium, s3 high. At equal flame class, s1 is more favourable for evacuation.

These are the general fitting out provisions; the specific provisions of chapter XII for type X may reinforce them for certain rooms, verified case by case with the competent safety commission. When ordering rubber gym flooring tiles for a public facility, require the declaration of performance carrying the full EN 13501-1 class including the smoke index, not a bare claim of compliance.
Periodic inspection of outdoor installations
French decree 96-1136 sets safety requirements for collective play areas. It obliges the operator to keep an upkeep plan, an inspection plan and equipment information available to inspectors, and to display the operator’s name and address visibly at every entrance; a breach is a fifth class offence. Inspection frequency derives from EN 1176-7, and industry practice distinguishes three levels.

Decree 96-1136 targets areas intended for children, so an EN 16630 fitness area for users above 1,400 mm does not fall under it by definition. The general safety obligation for products and services remains enforceable against the site manager, so apply the same three level regime to adult equipment and write it into the installation contract.

EN ISO 1461 excludes continuously galvanised sheet and wire, tube galvanised in an automated plant, and products covered by a specific standard. A structure described as galvanised, with no reference to EN ISO 1461 and no coating thickness, allows no objective comparison between offers. For the most corrosive sites we use 316L stainless steel.

Frequently asked questions
What is the difference between class S and class H?
Class S denotes professional or commercial use in the training areas of sports associations, educational establishments, hotels, clubs and studios. Class H denotes domestic use in private homes where access is controlled by the owner. Installing class H equipment in premises open to the public places it outside the manufacturer’s intended field of use, which is the most common reason a warranty claim is refused.
Do classes A, B and C indicate robustness?
No. They are accuracy classes applying only to equipment that displays training data: A high, B medium, C low. They say nothing about permissible load or durability, and the standard contains no class D.
EN 16630 or EN 1176 for an outdoor fitness area?
