Technical specifications for a sports equipment tender

A compliance requirement is only enforceable if it names the standard, its part number and the use class, and states the evidence expected; writing “compliant with applicable standards” binds nobody and lets you reject no offer. This page gathers, family by family, the clauses to copy into a technical specification and the evidence to demand with the offer.

It is written for public buyers, project managers and design offices anywhere in Europe or in export markets. The standards quoted are European standards, so they apply identically in every CEN member country, and the equivalent American reference is given where one is commonly used. Procedures, thresholds and selection documents are covered separately on buying sports equipment through public tender and supplier qualification documents.

Four clauses that apply to every family

Indoor equipment: strength and cardio

The use class is not a detail. Equipment in a class intended for domestic use is neither designed nor tested for the traffic of a collective facility, and installing it in a public gym takes the operator outside the scope of the standard, which matters after an accident and in an insurance claim. Rigs, racks and cages

On rigs, the anchor calculation is the clause most often missing and the one that causes most trouble on site, because the fixing capacity depends on the slab the contractor actually finds, not the slab shown on the drawings. Outdoor equipment

The most expensive distinction to correct afterwards: EN 16630 addresses users taller than 1,400 mm, the EN 1176 series addresses children. Equipment certified to one is not admissible in place of the other, and no amount of signage fixes a wrongly specified station. Sports flooring

A frequent error is to specify a tile thickness instead of a performance. Thickness alone says nothing about impact attenuation; the enforceable figure is the measured critical fall height, and it depends as much on the material formulation as on the thickness. After handover: what the contract should already provide

Delivered equipment becomes an operating liability. The specification is stronger if it provides from the outset for what will be required later: upkeep plan, maintenance plan, dated inspection register per site, display of operator identity, and retention of the manuals. Those duties are set out on operator duties and inspection records, and response times on after sales and spare parts.

Frequently asked questions

Why is “compliant with applicable standards” not enough?

Because it cannot be verified and eliminates no offer. A requirement is enforceable only if it names the standard, the applicable part, the use class and the evidence expected. Otherwise every bidder can declare compliance without producing anything, and you have no lawful basis for rejecting a weak offer.

What is the difference between a manufacturer statement and a test report?

A statement is a declaration by the company itself. A test report is issued by a third party body, covers references identified by name, and states the edition of the standard applied. For outdoor equipment, demand the test report; the difference in cost to the bidder is small and the difference in reliability is large.

Can we require a specific brand or label?

Not without accepting equivalents. A requirement reserved for a named label without the possibility of equivalent proof is discriminatory under European procurement law. Express the requirement as a measurable outcome, then accept any evidence that demonstrates it.

Should we specify a tile thickness or a performance?

A performance. Thickness alone says nothing about impact attenuation. Specify the measured critical fall height under EN 1177 and require it to be at least equal to the free height of fall of the equipment protected, then let the bidder propose the build up that achieves it.

How should the warranty clause be written so that it can be scored?

By requiring separate durations for the structure, wear parts and electronic components, then scoring the committed structural duration. A single global warranty figure prevents any comparison between offers, because bidders define its scope differently.

Can one project fall under several standards?

Yes, and it often does. A project with an indoor room, an adult outdoor area and a children’s zone falls simultaneously under EN ISO 20957, EN 16630 and the EN 1176 series. The specification must assign each standard to its own lot and zone, and the layout drawing should show the boundary.
