How to Assemble a Tender File for an EN 16630 Outdoor Fitness Trail

A complete tender file for an EN 16630 outdoor fitness trail contains six core documents on the buyer’s side: the contract notice, the instructions to tenderers with award criteria, the administrative conditions of contract, the technical specification with explicit EN 16630 requirements, the pricing schedule, and the form of tender. On the bidder’s side, the decisive document is the technical memorandum, which must prove EN 16630 conformity, comparable experience and realistic lead times. The exact document names vary between European procurement systems, but the structure below transfers directly. The quality of the technical specification alone explains around 80 percent of the quality of the offers received.

Launching a tender for a public fitness trail exposes the authority to two major risks: an unsuccessful consultation with no compliant offers, or an award challenged by an unsuccessful bidder over defective technical specifications. This guide sets out how to build a robust file, based on our experience since 2013 answering public consultations for municipalities, inter-municipal bodies and military bases. The six documents of the tender file

The technical specification in seven chapters

  1. Object and scope: precise location (plot reference or annexed plan), number of stations, target users (children, adults, seniors, wheelchair users), expected usage intensity.
  2. Standards and conformity: cite expressly EN 16630 (permanently installed outdoor fitness equipment), CE marking, notified-body test reports, and EN 1176 where a playground shares the site. Require certificates to be produced with the offer, not afterwards.
  3. Materials: steel to EN 10025 with hot-dip galvanising of at least 80 microns, or stainless steel to EN 10088 (grade 304 minimum, 316L within 10 km of the coast); stainless fixings A2 minimum (A4 in marine environments); UV-stable plastics with a 5-year colour warranty; grip rubber with specified thickness and Shore A hardness.   4. Per-station specifications: target muscle groups, maximum user load, free fall height, ground safety zone, anchoring method (buried concrete foundation or base plate on existing slab), accessibility where required.
  5. Impact-attenuating surfacing: sized to the free fall height under EN 1177 (see table below).
  6. Installation and acceptance: who builds the concrete foundations, execution deadline, acceptance procedure (load testing, weld inspection, torque checks), and independent third-party certification of EN 16630 conformity at handover.
  7. Warranties and after-sales: 5 years minimum on the structure, 2 years on wear parts (pulleys, straps, grips), a maximum response time of 24-48 hours for safety defects, and a 10-year spare-parts availability commitment.

A price weighting above 50 percent invites non-compliant low-cost imports that are hard to reject without legal challenge; a technical weighting above 50 percent invites suspicion of favouritism. The 40/40/10/10 balance works on most outdoor fitness tenders we have observed. The bidder’s technical memorandum: eight sections

  1. Company presentation: history, headcount, turnover, service area, equivalent references
  2. Regulatory conformity: EN 16630 (and EN 1176 where applicable) certificates, notified-body test reports, CE marking
  3. Technical description of each station: photos, dimensioned drawings, materials, finishes, anchoring
  4. Installation methodology: phasing, crew, plant, site health and safety
  5. Programme: from order to acceptance, with production and installation lead times
  6. After-sales service: response times, parts availability, maintenance contracts offered
  7. Environmental approach: material origins, recyclability, certifications
  8. Similar references: three to five comparable projects with client attestations

Four common mistakes that sink tender files

  • Citing EN 16630 without demanding proof. Many specifications mention the standard in the preamble but never require test reports with the offer. Bidders then declare conformity they cannot prove, and the buyer has no recourse after a defect.
  • Under-specifying materials. Writing “galvanised steel” without EN 10025, coating thickness in microns or fixing grades lets every quality level through, from traceable European steel to untraceable imports.
  • Leaving the surfacing out of the pricing schedule. Tenders that cover only the stations force the buyer into a second, unbudgeted contract for the EN 1177 surfacing. Keep equipment and surfacing in the same lot.
  • Unrealistic deadlines. Demanding delivery in three weeks produces unrealistic offers or a failed consultation. A realistic supply-deliver-install window is six to ten weeks from contract notification.

Frequently asked questions

Which procurement procedure suits a fitness trail?

Below the applicable national or EU threshold, a simplified or negotiated procedure with light publication is usually sufficient, ideally with at least three candidates in competition. Above threshold, a formal open or restricted procedure applies. Check the current thresholds for your jurisdiction before publication.

Is EN 16630 legally mandatory?

In most countries the standard is not mandatory by regulation, but citing it in the technical specification makes it contractually enforceable against the contractor. It is the only European standard covering the safety of fixed outdoor fitness equipment in public spaces, and omitting it exposes the buyer after an incident.

How long from publication to a commissioned trail?

Plan four to six weeks of publication and offer analysis, six to ten weeks of production and delivery, and one to three weeks of installation: three to five months in total from contract notice to opening.

How is the impact surfacing sized?

By the free fall height of each station under EN 1177: 30 mm EPDM pavers up to 1.5 m, 40-50 mm for 1.5-2 m, 60 mm for 2-2.5 m, and wet-pour or deep wood chips beyond.

Can a supplier help draft the specification without biasing the tender?

Yes, provided the assistance produces standards-based, brand-neutral specifications that any compliant European supplier can meet, and the consultation then remains open to all candidates. For projects above roughly 100,000 EUR excluding VAT, an independent technical adviser adds a further layer of procedural security.
