Justifying Stainless Steel over Painted Steel in an Outdoor Fitness Tender

by Michaël Galy / Monday, 04 May 2026 / Published in Programmes et méthodes d'entraînement

The initial premium for a stainless steel outdoor fitness trail over painted hot-dip galvanised steel runs between +25 and +45 percent at purchase. Over a 10-year total cost of ownership (purchase, maintenance, replacement), stainless steel actually comes out 10 to 25 percent cheaper, mainly because it needs no repainting (three to five touch-up cycles avoided) and resists corrosion in marine or humid environments. The argument to put before an award committee rests on three pillars: 10-year TCO, long-term liability protection, and the authority’s public image. This article provides the structured case, with a worked cost model.

In outdoor equipment tenders, the traditional reflex of public buyers remains awarding to the lowest bidder. When the stainless option appears 30 percent dearer than painted galvanised steel, the arbitration is quick, unless the technical department can argue the premium in 10-year TCO terms. In our experience of public consultations since 2013, technical officers rarely have the field data to defend stainless steel in front of an elected official or a chief executive who looks only at the initial envelope. Here is the evidence.

Painted galvanised steel vs stainless 304 vs stainless 316L

A note on materials before the comparison: in the Light In Fitness catalogue, the TRAINER and Steel4Fit outdoor ranges are built in hot-dip galvanised steel with a powder-coated finish, while our dedicated outdoor stainless range is manufactured in stainless steel 316L, the marine grade. The 304-versus-316L distinction below reflects the wider market, where both grades are offered.

Criterion Painted hot-dip galvanised steel Stainless steel 304 Stainless steel 316L
Composition Carbon steel + ~80 micron galvanising + epoxy/powder coat Iron + 18% chromium + 8% nickel Iron + 18% chromium + 10% nickel + 2% molybdenum
Atmospheric corrosion resistance Good for 5-10 years, degrading afterwards Excellent, 20+ years Excellent, 30+ years
Saline environment resistance Poor (accelerated corrosion) Moderate Excellent (coastal grade)
Paint maintenance 3-5 cycles over 10 years (300-800 EUR per cycle) None None
Initial premium vs painted steel – +25 to 35% +35 to 50%
Observed service life 10-15 years with maintenance 20-25 years 25-30 years
Long-term appearance Progressive paint degradation Stable, premium Stable, premium

The 10-year TCO calculation on a typical fitness trail

Worked example for a fitness trail serving a municipality of around 5,000 residents: eight street workout stations, four outdoor cardio stations and impact-attenuating surfacing. The values are averages observed on projects equipped since 2013, excluding local contingencies such as vandalism or extreme climate. All amounts exclude VAT and are project estimates.

Cost line Painted steel Stainless 304 Stainless 316L
Initial equipment purchase 28,000 EUR 36,000 EUR 40,000 EUR
Installation, surfacing, accessories 22,000 EUR 22,000 EUR 22,000 EUR
Total initial investment 50,000 EUR 58,000 EUR 62,000 EUR
Repainting, year 3 2,500 EUR – –
Repainting, year 6 3,500 EUR – –
Repainting, year 9 4,000 EUR – –
Partial replacement of corroded stations (years 8-10) 5,000 EUR – –
Routine maintenance (fixings, inspections) 2,000 EUR 1,500 EUR 1,000 EUR
Maintenance and replacement, 10 years 17,000 EUR 1,500 EUR 1,000 EUR
10-year TCO 67,000 EUR 59,500 EUR 63,000 EUR

The TCO gap tips in favour of stainless steel from year 5 or 6 depending on configuration. Over 15 years the gap widens further as painted steel requires a fourth repainting cycle and structurally corroded stations start needing replacement.

The three-pillar argument for the award committee

  1. 10-year TCO favours stainless. Present the cost table adapted to your project. The demonstration is arithmetical: over ten years, stainless steel costs less in total. The initial premium is recovered by year 5-6 through avoided repainting.
  2. Long-term liability protection. A public fitness trail that visibly degrades (flaking paint, corrosion spots) exposes the authority to liability arguments after an accident, since courts tend to weigh the general state of upkeep of public equipment. Stainless steel eliminates that progressive visual drift.
  3. The authority’s image. A trail that still looks immaculate after 10-15 years reflects well on the municipality; a painted trail flaking at year 4 is a negative calling card in a busy park. On flagship locations, the image argument weighs as much as the TCO one.

When stainless steel is essential, and when painted steel is fine

Setting Recommendation Rationale
Coastal (within 10 km of the sea) Stainless 316L mandatory Painted steel corrodes within 18-24 months in saline air
Riverside or permanently humid site Stainless steel recommended Wet-dry cycles accelerate steel corrosion
High-footfall town centre Stainless steel recommended Image and 15-20 year durability take priority
Vandalism or graffiti exposure Stainless steel recommended Easy cleaning without damaging a paint layer
Standard suburban or rural park Painted galvanised steel acceptable Comparable 10-year TCO; budget choice is legitimate
Long-horizon installation (15+ years) Stainless steel recommended The TCO advantage compounds beyond 10 years
Care home or senior residence grounds Stainless steel recommended Hygiene, durability and institutional image
Military or emergency services base Stainless 316L recommended Extreme robustness, minimal maintenance

For coastal projects specifically, see our guide to stainless steel 316L outdoor gym equipment for coastal sites; for the galvanised alternative, our article on galvanised steel in playground procurement covers coating specifications in detail.

Writing the specification without naming a brand

A frequent specification failure is to write “galvanised steel” without stating the galvanising thickness, the paint system or an acceptable stainless grade. The winning bidder then supplies the cheapest and least durable interpretation. Under EU public procurement rules, requirements must reference standards rather than brands, which is straightforward here: specify either stainless steel to EN 10088 (grade 304 minimum, 316L within 10 km of the coast) or hot-dip galvanised steel at 80 microns minimum with an epoxy or powder coating guaranteed five years, backed by a free-repair commitment for premature degradation. Equipment itself should be certified to EN 16630 for permanently installed outdoor fitness equipment, with CE marking and notified-body test reports delivered with the offer, not afterwards. Our guide to outdoor fitness public procurement and EN 16630 covers the full compliance file.

Environmental criteria can also carry the stainless case: stainless steel is fully recyclable with no loss of material quality, and generates no paint waste over its 20-30 year life. Where the tender weights environmental award criteria, see our article on environmental award criteria in public procurement.

A coastal case in practice

On a fitness trail delivered on the Atlantic coast, the municipality’s technical department had initially selected painted galvanised steel for budget reasons. The 10-year TCO case, combined with feedback from other coastal municipalities whose painted equipment installed in the 2010s showed structural corrosion at four to six years, tipped the decision to stainless 316L. The +38 percent initial premium was absorbed within the overall envelope by trimming secondary stations, and the municipality could communicate on a durable installation with a 25-year outlook.

Frequently asked questions

What is the difference between stainless 304 and 316L for outdoor fitness equipment?

Grade 304 (18% chromium, 8% nickel) resists standard atmospheric corrosion very well. Grade 316L adds 2% molybdenum, making it resistant to saline corrosion. Within about 10 km of any coastline, or in industrial atmospheres, 316L is the appropriate specification; it is the grade used across the Light In Fitness outdoor stainless range.

How quickly is the stainless premium paid back?

Typically from year 5 or 6, through avoided repainting cycles. At 10 years, stainless comes out 10 to 15 percent cheaper in cumulative terms, and the gap widens significantly at 15-20 years.

Can a public specification impose stainless steel without favouring one supplier?

Yes, provided it cites the material standard (stainless steel to EN 10088, grade 304 or 316L) rather than a trade name. Several European suppliers offer compliant ranges, so a standards-based requirement respects equal treatment under procurement law.

What liability risk does degraded painted equipment create?

Visible degradation, flaking paint and corrosion spots weaken the authority’s position after an accident, because the general state of upkeep of public equipment is weighed when responsibilities are assessed. Stainless steel removes that progressive deterioration from the equation.

Are EN 16630 test reports available for stainless ranges?

Yes. Outdoor fitness equipment supplied for public spaces should be certified to EN 16630 with CE marking and notified-body test reports, provided at offer stage. Impact-attenuating surfacing beneath equipment with a fall height is specified separately to EN 1177.
