Playground Safety Surfacing: Standards, Materials and Obligations

Le sol d'une aire de jeux doit absorber la hauteur de chute critique de chaque équipement, mesurée par le test HIC selon la norme EN 1177. L'épaisseur du revêtement se calibre donc équipement par équipement, et non pour toute l'aire. Un sol sous-dimensionné rend l'installation non conforme, quelle que soit la qualité des structures posées dessus.

Playground safety surfacing is chosen first and foremost according to the free fall height of each item of equipment, assessed by the impact attenuation test defined in EN 1177. Two families dominate public installations: certified rubber tiles, from 49.00 EUR excluding VAT per square metre in 20 mm, in thicknesses from 20 to 50 mm, and loose-fill materials such as calibrated 5/30 mm wood chips. Operators are also required to maintain the surface and inspect it regularly. This guide compares the impact-attenuating surfaces and sets out the obligations that come with them.

The regulatory framework

Two European standards govern the surface under a public playground. EN 1176-1 sets the safety requirements for the play equipment itself, including the impact areas to be treated around each item. EN 1177 describes the test method that measures the impact attenuation of a surface and establishes its critical fall height. National regulations then add operating duties for the site owner: displayed operating information, a maintenance plan and a written record of the inspections carried out. Those duties differ from one country to another, so check the rules applicable where the playground is installed.

The two standards are complementary and must not be confused. EN 1176-1 applies to the equipment. EN 1177 applies to the ground. Neither replaces the other, and EN 16630, which covers permanent outdoor fitness equipment for adults, has no place on a childrens playground.

Critical fall height: the criterion that drives the choice

Every item of play equipment has a free fall height. The surface installed beneath it must have a critical fall height at least equal to it, evidenced by an EN 1177 test report. A concrete example from our catalogue: the 25 mm high-density rubber tile is certified to EN 1177 with a critical fall height of 1.00 m, which allows it to be used under equipment up to 1 metre of fall height, such as a small structure, a see-saw or a spring rider. The greater the free fall height, the thicker the tile or the deeper the loose-fill layer must be, up to the maximum free fall height of 3 metres permitted by EN 1176-1.

This is why the surface is sized item by item and not once for the whole playground. An undersized surface makes the installation non-compliant, however good the structures standing on it.

Rubber tiles: the most widely used solution

Rubber safety tiles are found on the majority of public playgrounds: quick to lay in 100×100 cm format, stable and usable all year round, free-draining, and replaceable tile by tile when one is damaged. Our range covers thicknesses from 20 to 50 mm, with fire-rated versions (Bfl-S1, Cfl-S1, Dfl-S1) for publicly accessible buildings and wood-effect finishes such as the light oak 20 mm tile at 49.00 EUR excluding VAT for sites where visual integration into the landscape matters. Every reference intended for an impact area comes with its EN 1177 certification.

Calibrated wood chips: the loose-fill alternative

Calibrated 5/30 mm wood chips remain the benchmark loose-fill surface: good attenuation at high fall heights, natural drainage and an appearance suited to wooded parks. The constraint is upkeep. The layer depth has to stay even, which means regular raking, and periodic topping up compensates for compaction and displacement. Grading, the depth to allow for a given fall height and the laying method all need to be settled before the order.

Upkeep and inspection: the operator duties

The operator of a public playground keeps a maintenance plan and a record of interventions up to date, and carries out regular checks on the condition of both the equipment and the surface. For a tiled surface that means checking the joints, the flatness and the wear in the impact areas. For a loose-fill material it means verifying the layer depth after bad weather or heavy use. Any defect found, whether a lifted tile, a foreign object or an insufficient layer, must be dealt with before the zone is put back into service.

Frequently asked questions

What is the difference between EN 1176-1 and EN 1177?

EN 1176-1 sets the safety requirements for playground equipment and defines the impact areas to be protected. EN 1177 is the test method for the surface: it measures impact attenuation and establishes the critical fall height. The equipment imposes a fall height, and the surface has to prove that it covers it.

What thickness of rubber tile does a playground need?

The thickness depends on the free fall height of the equipment installed above it. A 25 mm tile certified at 1.00 m suits equipment up to 1 metre of fall. Beyond that, you move to greater thicknesses whose EN 1177 test report covers the height in question.

Is safety surfacing compulsory on a playground?

Yes, in every area where a fall is possible. EN 1176-1 defines the extent of the impact areas around each item of equipment, and national regulations require appropriate impact-attenuating materials in those areas.

What upkeep does a wood chip surface need?

Regular raking to keep the layer depth even, periodic topping up to compensate for compaction and displacement, and a visual check for foreign objects. Depth should be verified first under the equipment with the highest fall height.
