EN 1177 is the European standard that defines how impact-attenuating playground surfacing is tested: it measures a surface’s ability to absorb the energy of a falling child’s head and expresses the result as a critical fall height. In practice, whenever play or outdoor fitness equipment presents a free fall height above 600 mm, the surface beneath it must demonstrate impact attenuation appropriate to that height — and EN 1177 test reports are the evidence purchasers, insurers and inspectors will ask for. Where EN 1177 sits among the standards
- EN 1176 governs playground equipment itself — design, entrapment, structural safety — and tells you the free fall height of each item.
- EN 1177 governs the surfacing under and around that equipment — how its impact attenuation is measured and reported.

The three concepts: HIC, gmax and critical fall height
- HIC (Head Injury Criterion): a value computed from the deceleration curve of an instrumented headform dropped onto the surface. The pass threshold is HIC ≤ 1,000 — a level associated with a low probability of critical head injury.
- gmax: the peak deceleration recorded during the impact, expressed in multiples of gravity. The associated threshold is 200 g.
- Critical fall height (CFH): the greatest drop height at which the surface still keeps HIC below 1,000. A surface with a CFH of 2.40 m is compliant under equipment whose free fall height is 2.40 m or less. The compliance rule is simply: CFH of the surface ≥ free fall height of the equipment.
The two test methods in EN 1177
- Laboratory determination of critical fall height. An instrumented headform is dropped onto surfacing samples from increasing heights; the CFH is the height at which HIC reaches 1,000. This is the figure quoted on product datasheets — for example, a 60 mm rubber safety tile rated CFH 2.00 m.
- On-site verification of impact attenuation. The same instrumented drop performed on the installed surface. This matters because installation quality changes the result: a compacted loose-fill layer, tiles laid on an irregular base, or aged, hardened rubber can all fail on site while the product passed in the laboratory.

What purchasers and operators must check
- At specification: list each equipment item’s free fall height (from its EN 1176 or EN 16630 documentation) and require surfacing with a tested CFH at least equal to it, over the full impact area the equipment standard defines.
- At tender review: require the EN 1177 test report for the exact product and thickness offered — not a certificate for a thicker sibling product.
- At handover: for large or sensitive installations, commission on-site impact testing; for smaller ones, at minimum verify installed thickness and base preparation against the report’s test conditions.

A related purchasing note: thickness alone does not determine critical fall height. Density, cell structure and backing design mean two 60 mm tiles from different manufacturers can differ by half a metre of CFH — within one product family thicker generally means higher, but across brands only the test report settles it, which is another reason the report, not the datasheet headline, belongs in the tender file.
Reading an EN 1177 test report: the five lines that matter
Test reports run to many pages, but procurement needs five data points: the product identity and thickness (must match the offer exactly — a report for the 90 mm tile does not cover the 60 mm sibling); the test method used (laboratory CFH determination or on-site verification); the declared critical fall height; the test conditions (substrate, temperature — attenuation degrades in cold, and premium suppliers test at low temperature too); and the issuing laboratory and date — reports older than the product’s current production specification are marketing, not evidence. If a tender response cannot produce these five lines for the exact product offered, treat the CFH claim as unverified and score it accordingly. Serious suppliers provide the report unprompted; the need to chase it is itself information.
