Standards: what applies to what
Two separate standards govern a play area and they are routinely confused.
EN 1176-1 covers the play equipment itself: construction, entrapment, free space and falling space, and it is what determines whether impact-attenuating surfacing is required, on the basis of the free height of fall of each item.
EN 1177 covers the surfacing: it sets out how the critical fall height of an impact-attenuating surface is determined, so that the surface can be matched to the equipment above it.
In practice: the equipment tells you what protection you need, the surfacing standard tells you whether a given material and depth provides it. Never treat one as a substitute for the other, and always confirm the free height of fall before ordering surfacing.
