An impact tool, by construction
Everything in a slam ball serves the impact: the reinforced shell absorbs full-power throws into the floor and kills the rebound, so the ball dies where it lands instead of bouncing unpredictably back at the athlete. That no-rebound behaviour is the safety feature that makes maximal-effort slams programmable — vertical slams, rotational throws and explosive conditioning finishers.
