Public bodies buying sports equipment need a supplier who can deliver three things at offer stage, not after award: certified conformity documentation (EN 16630 for outdoor fitness, EN ISO 20957 for indoor training equipment), tender-ready commercial documents (priced schedules, technical memorandum, references), and proven delivery-and-installation capacity.   • Commercial documents in your format: unit-price schedules and bills of quantities structured to your consultation file, a project-specific technical memorandum (methodology, timeline, site organisation, waste management), and anonymised references on comparable contracts.
  • Administrative pack: company registration, insurance certificates, tax and social compliance attestations, financial statements — assembled for qualification stages and kept current.
  • E-invoicing: invoicing through public-sector electronic invoicing platforms, with payment terms per public procurement law.

Standards: what to cite in your specification

  • EN 16630 — permanently installed free-access outdoor fitness equipment: the reference for parks, trails and street workout areas.
  • EN ISO 20957 (parts 1–10) — stationary training equipment; specify class S for professional/commercial use and class I for inclusive professional stations. Older specifications citing “EN 957” refer to the superseded version of the same standard — update the reference in new consultations.
  • EN 1176 / EN 1177 — where play equipment or impact-attenuating surfacing forms part of the lot.
  • EN 10025 — structural steel grades for frames and rigs; combine with hot-dip galvanising for outdoor durability (stainless steel 316L for coastal sites).

  • Separate or bundle maintenance deliberately: bundling fourniture and maintenance secures accountability; separating widens competition. Either works — ambiguity does not.
  • Plan the calendar: 4–10 weeks production plus 1–2 weeks installation after notification is the realistic window for certified equipment; “delivery in 15 days” bids deserve scrutiny.

What delivery time should the contract allow?

Six to twelve weeks from notification to commissioned handover for a standard outdoor area (production, groundworks, installation, conformity file). Custom structures add 2–4 weeks. Penalise late delivery, but build a realistic baseline.

How is handover and warranty organised?

Handover against an acceptance report with reserves procedure; warranties from acceptance date — typically 10 years structural, 2–3 years moving parts, with documented spare-parts availability. The handover file includes certificates, maintenance plan and inspection log template.

Can smaller authorities group their purchases?

Yes — joint consultations and central purchasing bodies are standard routes, and volume improves pricing 5–15%. The specification still needs one coherent technical baseline across sites.
