The two are complementary and are never interchangeable: certified surfacing does not make a non-compliant structure safe, and a compliant structure installed over an unsuitable surface remains a hazard.

It is worth stating clearly, because it is a recurring source of confusion in tender documents: EN 16630 is the standard for permanently installed outdoor fitness equipment for adults. It has no place in the specification of a children’s playground. Any supplier quoting EN 16630 for a play structure intended for children should be asked to clarify.

Which standards apply to a children’s outdoor playground?

Can adult outdoor fitness equipment be installed in the same area?

It can be installed nearby, but it is a different product family governed by EN 16630, and it must be laid out as a separate zone with its own free space and its own surfacing assessment. Adult fitness equipment is not a substitute for children’s play equipment.

What surfacing should be used under play equipment?

That depends on the critical fall height of the equipment above it, which is determined structure by structure. Bonded rubber, rubber tiles and graded wood chips are all valid solutions provided the tested performance matches the fall height in question.
