Outdoor fitness areas for employers: business case and compliance

An outdoor fitness area on a company site is the rare wellbeing investment that can be costed, sited and installed in a single quarter, and whose payback can be defended with conservative assumptions rather than optimistic ones. It also solves a visibility problem that an indoor gym does not: a street workout rig visible from the car park or the canteen signals something about the employer that a basement fitness room never will. This guide covers the business case, the funding routes available to employers, the compliance obligations that attach once equipment sits on company land, and what a realistic installation costs.

Why outdoor rather than indoor

Sedentary work is now treated as a primary occupational health risk across European occupational safety bodies. In France, where roughly 70 per cent of employees spend more than seven hours a day seated, the national research and safety institute INRS links prolonged sitting to increased absence, musculoskeletal disorders and reduced productivity. The pattern is not specific to France.

Outdoor equipment answers it with three practical advantages over an indoor room. It requires no building conversion, no ventilation and no changing room, which removes the largest cost lines from the project. It is available at any hour without supervision or access control. And it is visible, which matters more than operators expect: participation in workplace fitness correlates strongly with whether colleagues can see other people using the facility. Since 2020, hybrid working has sharpened this, because employees who come in two or three days a week want a reason to be on site rather than a subscription they use elsewhere.

A worked business case for a 200 employee site

The equipment below is priced from our catalogue, excluding VAT, and the benefit assumptions are deliberately conservative.

Against an installed cost of about 11,000 EUR, that is a return of roughly 1.45 times in the first year. The assumptions are the weak point of any model like this, so state them explicitly to your finance function rather than hiding them: a 5 per cent absence reduction is at the bottom of the published range, and the productivity line is the softest of the four. Strip out the productivity line entirely and the model still pays back inside 15 months.

Funding routes for private employers

Unlike local authorities, private employers cannot draw on public capital grant programmes for sports facilities. Three other routes are commonly used, and the first two are France specific in their detail while having close equivalents elsewhere in Europe.

The works council budget is the fastest. In France the CSE, the social and economic committee that represents employees, holds a separate budget for social and cultural activities, and an outdoor fitness area that benefits all staff can normally be charged to it. Co-funding is common: the committee funds the equipment and the employer funds the groundworks and installation. Elsewhere in Europe the equivalent is the works council or employee benefit fund, with the same logic of a facility available to all staff.

Corporate sponsorship relief is the second. Under the French sponsorship regime, a company can claim a corporation tax reduction of 60 per cent of a donation to an approved sports association, so a company with a declared in house sports association can structure the acquisition as sponsorship: on an 11,000 EUR investment, the relief is 6,600 EUR and the net cost falls to 4,400 EUR. Comparable reliefs exist in several European jurisdictions at different rates, so confirm the local position with your tax adviser before relying on it.

Training and prevention budgets are the third. Where the installation is accompanied by instruction, ergonomics coaching or a structured prevention programme, part of the associated training cost may fall within existing training or occupational health budgets rather than capital expenditure.

Compliance obligations for the employer

Once equipment is installed on company land and used by employees, the employer carries the duty of care. Four requirements follow. Equipment must comply with EN 16630 for permanently installed outdoor fitness equipment. Where fall heights require it, impact attenuating surfacing certified to EN 1177 must be installed and its certificate must match the tested fall height. Installation must follow the manufacturer’s foundation drawing, with a signed installation record. And an inspection regime must be in place: routine visual checks, periodic operational inspections and an annual main inspection by a competent person, all recorded in a maintenance register.

The register is the document that matters. In the event of an accident, an employer that can produce dated inspection records is in a fundamentally different position from one that cannot.

Choosing the equipment mix

Match the equipment to the workforce rather than to the catalogue. On a site with mainly desk based roles, mobility, pulling and posture work address the actual problem. On a site with physically demanding roles, the value is in mobility and recovery rather than in additional loading.

Frequently asked questions

Do we need supervision or an instructor?

No, provided the equipment is designed for unsupervised public use, correctly installed and signed with instruction panels. An instructor led launch programme over the first weeks materially improves take up, but it is a participation measure rather than a compliance requirement.

What about insurance?

Inform your insurer before installation and provide the conformity documentation and the installation record. Most policies treat compliant, inspected equipment as an ordinary site feature. Uninspected equipment is where cover becomes contentious.

How long does a project take?

Typically eight to twelve weeks from decision to inauguration: two to three weeks for design and quotation, ground survey and foundation works, then equipment delivery in 5 to 10 working days for stock items and installation over a few days.

What ongoing cost should we budget?

Annual inspection, minor parts and cleaning. On an installation of this size that is a low four figure sum per year, and the largest variable is vandalism exposure, which is far lower on a controlled company site than in an open park.

Can employees use it outside working hours?

That is a site access decision rather than an equipment one. Where the area sits outside the security perimeter it can serve the neighbourhood as well, which changes the compliance framing to open public access and makes the EN 16630 and inspection requirements even more important.
