Street workout equipment for local authorities: a municipal project guide

A municipal street workout area turns on three decisions: the applicable standard, the material of the structure, and the inspection regime after handover. Everything else, the choice of stations and their layout, follows from the intended users and the available area. This page sets out what a municipality, a combined authority, a social housing provider or a school has to settle before launching its consultation, from the normative framework to ten year cost of ownership.

The applicable standard: EN 16630, and nothing else

A permanently installed street workout station with free public access falls under EN 16630:2015, which addresses users taller than 1,400 mm. That is a dimensional criterion, not a declared age criterion, and it is what determines whether your installation is in scope.

The standard explicitly excludes three families: electrically driven equipment, functional training installations with unguided loads, and military type obstacle courses. It also states that the equipment it covers is neither children’s playground equipment under EN 1176, nor stationary indoor training equipment under EN 957 and EN ISO 20957, nor free access multi-sport equipment under EN 15312.

A project combining a play area, a games area and fitness stations therefore engages three different standards on one site. Each zone needs its own clause, its own surfacing specification and its own signage. The full picture is on equipment standards and compliance.

Galvanised steel or stainless steel: the decision that sets ten year cost

On an outdoor structure the first failure mode is not mechanical fatigue but corrosion. The material choice therefore governs real service life far more than the stated robustness of the stations.

The practical rule fits in one sentence: the more corrosive the site, or the harder it is to reach for maintenance, the more stainless steel justifies itself. A coastal municipality, an area beside a trunk road treated with de-icing salt, or a site with no dedicated technical team should decide for stainless at consultation stage, because the initial premium is recovered on the touch up cycles avoided. To justify that premium in a tender file, a proven approach is to specify either a minimum stainless grade or hot dip galvanised steel with a stated zinc thickness and an undertaking to make good in the event of premature degradation. That puts the offers on a comparable basis instead of leaving the cheapest coating to win by default.

Sizing the area

An oversized area stands empty; an undersized one saturates at peak times and wears out faster. Size the scheme in simultaneous training positions rather than in number of stations.

  • Small municipality or residential neighbourhood: one compact multi station unit, pull up bars, parallel bars, wall bars. Small footprint, quick installation.
  • Medium municipality or urban park: a modular cage supplemented by individual stations, with a beginner zone and a technical zone.
  • Large municipality, sports base or campus: a complete park combining a cage, a circuit and an impact attenuating surfaced zone, sized for supervised group use.
  • School or military unit: prioritise stations designed for repeated intensive use and reinforced anchoring, since use is grouped and comes in waves.

Surfacing: where unprepared projects lose money

Impact attenuating surfacing represents a significant share of the budget and governs the compliance of the whole installation. Its performance is measured by the critical fall height, determined under EN 1177 for a head injury criterion of 1,000. That figure is a dimensionless index, not a height: a tile stated at HIC 1.5 m established a critical fall height of 1.5 m in test.

Two tiles of the same thickness are not equivalent, because the nature of the base affects the result. Comparison must therefore be made on critical fall height at identical thickness and base, never on thickness alone, and the test report must state the build up tested. What the authority must produce after handover

This is the point most often forgotten at consultation stage, and the one that engages the authority’s liability after an accident. The absence of documented inspection can be held against you regardless of the quality of the equipment installed.

The documents to keep permanently are the installation file, the safety register for each site, the annual inspection report, evidence that non conformities were dealt with, and traceability of replaced parts. Ordering through a public procedure

Local authority projects follow their own mechanics: division into lots, normative evidence to file with the offer, notification periods and electronic invoicing. We supply the documents expected in the file and invoice through the national e-invoicing platform where one applies. Three requirements are enough to eliminate most undocumented offers: ask for the third party test report with the edition of EN 16630 and the list of stations by name; ask for the guaranteed zinc thickness or the stainless grade; ask for the declared performance of the surfacing with its critical fall height.

Manufacture and public sector references

Structures are manufactured in our workshop in Tours: welded fabrication, laser cut sheet metal, machining and epoxy finishing. That allows the surface treatment to be matched to the site, every batch to be traced, and a part to be remade from drawings years after delivery, which matters when a station is damaged and the model is no longer in catalogue. Who must carry out the annual inspection?

Responsibility rests with the owner and the operator, meaning the authority or its concessionaire, even where the inspection is contracted out. The annual main inspection produces a written report identifying non conformities and corrective actions, and the authority must be able to produce that report and evidence that the points raised were dealt with.
