Rubber is the entry specification and it works, up to a point. The point is usually reached in year two of an open-access gym, when the heads have begun to chip at the edges, the rubber smell has settled permanently into a room that members complain about, and the floor under the rack has picked up black marks that will not clean off.

Urethane is denser and dimensionally more stable. It does not outgas, so there is no rubber odour; it absorbs repeated impact without splitting or chipping; and it has lower rebound, which matters at 45 kg because a dumbbell that bounces on release is a dumbbell heading for someone else in the free-weight area.

In a commercial gym, yes. A 5 kg jump at the top of the rack is a jump the member cannot bridge, so the pair is skipped and the equipment goes unused. The 2.5 kg increments through the whole range are what keep the heavy end of the rack in circulation.
