The floor under the rack is part of the specification
At 40 kg per hand, dumbbells are not put down, they are dropped from around hip height at the end of a set. That single fact determines more of the running cost of a free-weight area than the purchase price of the weights does.
Urethane addresses two thirds of the problem. It absorbs the impact without chipping at the head edge, and it rebounds less than rubber, so a dropped dumbbell stays where it lands instead of travelling across the floor towards someone else. It also does not outgas, which is why a urethane free-weight room does not carry the rubber smell members associate with a badly ventilated gym.

Where should the 40 kg pair sit on the rack?
On the lower tier, close to the benches. Heavy pairs on a top shelf are a lifting hazard in themselves and a rack loaded top-heavy is less stable, so the weight ladder should descend as it rises.
Is urethane worth the difference over rubber at this weight?
At the heavy end, yes, and the argument is a replacement-cycle one rather than an aesthetic one. Rubber heads chip where they are dropped most, which is exactly the 30 to 50 kg band, so those are the pairs replaced first in a rubber set.
